Demonstrator: Toolkit for Integrated Planning
An initiative in support of integrated development planning across sectors and scales, funded by the Department of Science and Technology
What is the Toolkit for Integrated Planning?
The Toolkit for Integrated Planning (TIP) is an electronic geospatial information platform that is currently being developed. Its aim is to provide enhanced information / improved evidence as input into spatial planning and integrated development planning processes, and to support the evaluation of alternative planning decisions / policy scenarios.
Phase 1a of its development has been completed, resulting in a demonstrator Toolkit consisting of two main components:
- Demonstrator TIP Profiler, presenting a collation of spatial information on current patterns and past trends, for the period between 1995 to 2007.
- Demonstrator TIP Simulator, presenting a set of illustrative urban growth scenarios and transport / travel implications for Gauteng.
The demonstrator Toolkit provides information for a selected case study area at three scales, i.e. (1) a broad functional region including Gauteng, Mpumalanga and parts of Limpopo and North West; (2) a city scale (Gauteng) and (3) the Moloto Corridor as a more localised and rural context. Further Development of TIP
The current phase of development will extend the scope of TIP to include:
TIP Regional Profiler
presenting disaggregated / sub-national spatial information on current patterns and past trends for the country as a whole. Information will be provided for themes including population, economic activity, employment, service delivery and accessibility. Examples of such information can be accessed via the menu on the left or by following this link (insert link). The way in which the information will presented and made accessible on this web portal will be determined by a series of collaborative interactions with users from a selection of case study District Municipalities (Amathole, Cape Winelands, Motheo and Ugu) and related Provincial stakeholders involved in regional planning. Once these collaborative sessions have been complete, the portal will be restructured to closely reflect user needs.

TIP City Region / Metro Simulator
presenting the results of simulations of urban growth patterns / policy scenarios performed in collaboration with stakeholders from the country's main metropolitan areas (Gauteng, City of Cape Town, eThekwini Metro and Nelson Mandela Bay Metro). Use of TIP Demonstrator
While the current version of TIP is a demonstrator focussing on a specific case study area and sectors as described above, it has been developed in such a way that application is possible to enhance integrated planning processes, at least in the study area and relevant sectors that formed part of the first phase of development.
To this effect, TIP can currently be accessed by general users in government and planning practice via this web-based user portal. The information layers in the Profiler component can be viewed and used as interactive maps. Information is also presented in tabular / quantitative form where applicable. The scoping and selection of what information was included and updated in the Profiler was done on the basis of the information input requirements of the urban growth simulator, but the information is useful on a stand-alone basis as a resource for improving the evidence-base in a range of integrated planning initiatives.
